MEDAN – As many as 120,686 from 206,821 teachers—from kindergarten to high school teacher— in North Sumatra have not earned the bachelor (S-1) degree.

“Therefore for all teachers that would be certified until 2014 had to have at least bachelor degree for having the profession benefit,” head of North Sumatra Educational Office, Bahrumsyah, said this afternoon.

It was stated on the UU No. 20 of 2003 (National Education System), UU No. 14 of 2005 (teachers and lecturers), and Government Regulation No. 19 of 2005 (national education standards) that teacher are professional educators. "In North Sumatra alone from the 206,821 teachers, they who have completed the S-1 degree are as many as 85,915 people, and up to 940 people have the S-2 degree (post graduate),” he said.

The certification program was intended to measure the teachers’ ability and competency to carry their rights and obligation according to the rule. Other than that is for them to discipline themselves to be a teacher who can serve and have sense of dependency whether to the school principal, students and the community.

“Disharmonies often occur among the teacher, school principal, and the community,” he said.

If referring to the National Educational Ministry’s 100 days work program, he added, there are 8 components that are getting the attention. Those components are providing mass internet at school, principal and vice principal’s ability upgrade, distributing the PTK scholarship for SMA/SMK and MA students with achievement and less fortunate, arranging policy for teachers who serve in the remote area, composing and revising the educational strategic plans for 2010-2014, the nation culture and character building, learning method development and entrepreneurship development.

“If looked carefully, the whole programs are already accommodated in the 10 main program and 7 policies that were proclaimedby the North Sumatra Educational Office since April 2009,” Bahrumsyah said.
